appointment of a Registrar of Co-operatives within the framework of the Development Secretariat.

2. I welcome the proposal of the Hong Kong Government to develop and extend co-operation in the Colony, and I agree that an officer should be appointed to undertake the duties of Registrar of Co-operatives. I assume that it is intended to establish a separate sub-Department of Co-operation within the Development Secretariat. As regards the status of the post of Registrar of Co-operatives, I consider that it should appropriately rank as equal to that of Director of Fisheries.

3. The proposal that an expert on Co-operation should be seconded to Hong Kong for one or two years to inaugurate the new Sub-Department and advise on the staff requir to run it permanently has been carefully considered by my Advisers on Development and Co-operation, and has been discussed with the Co-operative Wholesale Society. As a result of these discussions I am advised that, apart from the fact that it is most unlikel; that the Co-operative Organisations in this country would be able to provide a suitabl officer capable of undertaking this work in the peculiar conditions of Hong Kong, practice the most suitable arrangement wo for an officer of the Hong Kong Service v knowledge of the language and experience and interest in, local economic and socie conditions to be designated for the post Registrar of Co-operatives and to underg course of training in this country, in?
